Roll-your-own tobacco has moved from a niche habit to a mainstream category in Indonesia. Locally known as tingwe — short for linting dewe, "roll it yourself" — the segment has grown as excise duties pushed the price of factory-made cigarettes upward and consumers looked for a cheaper alternative they could assemble at home.
That shift created demand for a component that used to exist only inside a cigarette factory: the pre-cut filter. This guide covers what RYO filter rods are, how the formats differ, and what to specify when sourcing them.
What Is an RYO Filter Rod?
An RYO filter is the same cellulose acetate filter used in manufactured cigarettes, cut to a shorter length and packed for consumer use. Nothing about the filtration material changes — only the size and the packaging.
That distinction matters commercially. A filter rod produced on cigarette-industry equipment holds a consistent diameter, firmness and pressure drop across the whole batch. Filters cut from bulk stock by a repackager rarely do, and inconsistency is the most common complaint in the retail RYO category.
RYO filters contain no tobacco. They are a filter accessory, sold to adults only, which places them in a different regulatory and excise position from tobacco products themselves — a point worth confirming with your own customs advisor before importing.
Mono Acetate vs Capsule
Two constructions cover almost the entire RYO market.
Mono Acetate
A single segment of cellulose acetate tow wrapped in plug wrap. It is linear, clean and the most widely used filter type in the world. For RYO it is typically produced from 15 mm upward, in Super Slim, Slim and Regular diameters.
Mono acetate is the default choice for brands that want the filter to be neutral — it filters without adding anything to the taste.
Capsule
A filter with a flavour capsule embedded in the acetate. The user crushes the capsule to release the aroma, which means one product serves both plain and flavoured occasions. Capsule RYO filters are produced as a 100 mm format.
Capsule is the differentiator in a crowded shelf. In markets where a dozen plain pouches compete on price alone, an aroma range gives a brand something to talk about besides cost.
Specifying Your RYO Filter
Four decisions determine the product.
Diameter. Super Slim, Slim and Regular are commercial groupings used for navigation, not fixed engineering values. The exact millimetre figure is confirmed against production data during technical review — treat any published number as indicative until it is on your specification sheet.
Length. Mono acetate is commonly cut from 15 mm. Longer cuts give more filtration and a longer smoke; shorter cuts are cheaper per pouch. Capsule is fixed at the 100 mm format.
Aroma. Optional, and the list is configurable per market. Original, matcha, espresso, latte, strawberry, lavender and apple mint cover most retail demand, but the range is not fixed.
Packaging. A resealable pouch of 100, 250 or 500 pieces is the everyday retail format. A 12-pack presentation box suits distributors and modern trade. Private label puts your brand on the same manufacturing standard.
Packaging is a format decision, not a quality tier. The filter inside a plain pouch and the filter inside a branded box are the same filter.

- Define the market. Diameter and aroma follow from who is buying, not the other way round.
- Request samples. Test the filter with the tobacco your customers actually use — draw resistance behaves differently with hand-rolled tobacco than with factory cut filler.
- Confirm the specification. Exact dimensional values are set during technical review, not from a brochure.
- Decide packaging. Pouch, presentation box, or private label — this is where the commercial identity lives.
